RESOURCES AND POVERTY
When we look into the relation between availability of resources and prevanlence of poverty in the world we find many poor countries are those which are resource rich whearas many rich countries have almost no natural resources. Here when we talk about resources we talk about all sorts or resources like natural, human and intellectual(including technical) resources. Many of the poor countries are rich in natural resources but when we look into the status of their human and intellectual resources we find they are really very very poor in natural and intellectual resources. These findings are real in the countries like India, those of Latin America and Africa. There are empirical evidences in favour of such findings. Such findings reveal the truth that for being rich ,countries not necessarily need to be rich in natural resources but their human and intellectual resources must be rich.
Now a question arises how is it possible that without having rich natural resources countries have become rich. It's answer lies in the better policy formulation and implementation. Countries like those of South East Asia, many countries of Europe, Israel etc are examples of better policy formulation and implementation.
And this is not only true in respect of poverty-richness duality. This is also true in respect of a major index of human development and that is control over the diseases like that of COVID 19 pandemic. We see those countries which have little natural resources excel in controlling the disease whearas countries like India and Brazil which are rich in natural resources but poor in human and intellectual resources have miserably failed to control it. If we take India as an example , India has a vast number of manpower at the disposal of the govt which could be efficiently and productively used for the purpose of awareness and vaccination even in the inner most parts . They could even be used productively , if not efficiently to deal with the health care of the masses during the pandemic. But due to lack of proper policy formulation and implantation the major portion of the work force remains unutilized till date . So it's essential to eradicate poverty in order to make this place a better place we must target to improve the quality of human resources and intellectual resources.
