लोकतंत्र और लोकतांत्रिक व्यवस्था ढंग से पटरी पर रहे इसके लिए लोकतंत्र में एक व्यक्ति के मतदाता और नागरिक होने के फर्क को समझना आवश्यक है। ध्यान रहे, चुनाव की प्रकिया को लोकतंत्र नहीं कहते, बल्कि लोकतांत्रिक व्यवस्था को चलाने के लिए निर्वाचन एक प्रक्रिया मात्र है।  अत्यंत संक्षेप में समझे तो बात ये है कि निर्वाचन प्रक्रिया के द्वारा मतदाता किसी एक राजनीतिक दल/दलों के समूह को बहुमत से एक नियत अवधि के लिए सरकार चलाने के लिए अधिकृत करता है। उस नियत अवधि की समाप्ति के पश्चात सरकार चलाने की जो शक्ति मतदाता के द्वारा राजनीतिक दल को दी गई रहती है वो समाप्त हो जाती है, और मतदाता से पुनः प्राधिकृत होना अनिवार्य हो जाता है। निर्वाचित प्रतिनिधि की शक्ति चुनाव के अवधि तक ही सीमित होती है, किंतु लोकतंत्र जीवित और गतिशील बना रहता है, सरकार की अवधि के बाद भी । इसी फर्क को यदि समझ लिया जाय तो लोकतंत्र और चुनाव के फर्क को आसानी से समझा जा सकता है।        सो लोकतंत्र के अधीन व्यवस्था को चलाने के लिए, ध्यान दें, लोकतंत्र के अधीन ही व्यवस्था को चलाने के लिए निर्वाचन के द्वारा सरकार ...

Leadership is the essence of development. If we have all other ingredients but not a meaningful leadership development is bound to cease. All resources put together can not yield results. In fact, in want of a sensible leadership all resources may be put to retard the wheel.       And this is the case throughout the world which is being apparent during corona hour. Europe, America and  many Asian nations are neither resource deprived nor skill deprived, yet their sufferings are not only pathetic but also eye opening that resources in want of a sensible leadership are not better than ashes. हम आप माने या न माने लेकिन हम सामूहिक रूप से एक ऐसी दुनिया बनाने में लगे हैं जो आने वाली पीढ़ियों के रहने योग्य नहीं रह जायेगी। आतंकवादी गतिविधियाँ, युद्ध, जलवायु परिवर्तन, महामारी, बेतहाशा बढ़ती जनसंख्या, संसाधनों का आसमान वितरण और नियंत्रण, अशिक्षा,खराब जन स्वास्थ्य सेवाएँ, गरीबी आदि ऐसी आपदाएँ हैं जिन्हें प्रकृति ने नहीं बनाया है, वे प्राकृतिक आपदाएँ नहीं हैं और न हीं यदा कदा घटने वाली घटनाएँ हैं, बल्कि वे पूरी तरह से मानव जनित आपदाएँ हैं जो पूरी दुनिया में सतत बनी हुई हैं। इन आपदाओं ने दुनिया को एक नहीं रहने लायक जगह बनाने में कोई कसर नहीं छोड़ी हैं। इन समस्याओं को बढाने में भी समूचे विश्व की साझेदारी है। हम सामूहिक प्रयास के जरिये आने वाली पीढ़ियों के लिए दुनिया को विनष्ट करने में लगे हैं। और ये सब तब है जब मानव सभ्यता अपने अब तक के इतिहास में ज्ञान विज्ञान के उस सबसे ऊँचे शिखर पर है जँहा से इस दुनिया को सबसे खूबसूरत जगह बनाया जा सकता था। परन्तु जब ज्ञान विज्ञान का चरित्र वैश्विक न हो होकर स्थानीय हितों को तरजीह देने लगी है तब किसी अच्छाई की उम्मीद करना बेकार ही लगता गया। वैश्वीकरण ने...

Lust for technology without scientific temperament ends up with use of technology for cementing orthodoxy. And that is happening all over the world, particularly in less educated societies. Without equipping the population with scientific temperament one can't dream of creating a modern society. The net result is that in spite of the availability of technology scientific progress of such societies remain abysmally low. In context of such societies we urgently need a massive investment in scientific education, of course with moral value system. Availability of natural resources in abundance has no meaning unless human resource is worthful.  Africa is the best example. We have two options for our survival. Becoming market at the strength of sheer size is one thing and creating the market at the strength of own innovations is the other thing. Choice is ours as future is ours.

आज जब कोरोना वायरस का प्रकोप सारी दुनिया में फैला हुआ है और हम अपने देश में भी 21 दिनों के  लॉकडाउन में हैं हमारे पास ये जानने समझने का समय है कि हमने अपनी शिक्षा व्यवस्था, विशेषकर विज्ञानपरक शिक्षा व्यवस्था, अर्थव्यवस्था, स्वास्थ्य व्यवस्था में कितना कुछ लगाया है, उससे कितना कुछ पाया है। ये प्रश्न किसी अन्य से नहीं हमें खुद से करना चाहिए और गूगल कर तथ्यों को खोजना चाहिए। हमें चाहिए कि हम परखें कि आजादी के सात दशक बीत जाने के बाद हम कँहा पहुँचे, क्या वँहा पहुँचे जँहा पहुँचना चाहिए था। साथ ही ये भी परखें कि इन सात दशकों में हमारे साथ के देश कँहा पहुँचे। एक सवाल और है जिसका उत्तर खोजना जरूरी है। हमारे पास हमारे अपने महात्मा गाँधी थे। वे आज भी हैं। क्या ये जरूरी नहीं है कि ठोस अर्थव्यवस्था के लिए उनके ग्राम स्वराज की अवधारणा को वैज्ञानिक और तकनीकी प्रगति के साथ समन्वित कर सोचा जाए।        तथ्यों को खुद खोजें, परखें, विश्लेषित करें, और आगे की कार्ययोजना पर अपना ध्यान दें। कोरोना वायरस से जनित वैश्विक महामारी को  तो दुनिया के वैज्ञानिकों, सरकारों और जनता के सहयो...

Let me make clear at the outset. Gimmicks are no remedies for diseases. They can at least entertain people. And in the words to NeoNationalists Gimmicks are tools for infusing sense of oneness in our country.
