STRONG STATE VS EFFECTIVE STATE
Strong state and effective state are two different notions. A strong state is not necessarily an effective state. Further the term strong state has also two types. One in which state itself is strong , which means state's apparatus are well structured and well functioning . Second is one which has stable government but which may or may not have well structured and well functioning state agencies. The stability of the government is not an achievement of strong state or manifestation of efficient state, rather it's just a political condition achieved by some political parties. So state may not be strong even after stable government. The first type of strong state has a good chance to be effective. The effectiveness of the state is reflected by its response to its population. When state is effective it's in a position to respond people's aspirations. But there is a possible danger with a politically stable government. A politically stable goverment has a little fear of losing power if agencies of state are not performing well and people's aspirations don't find their place on the list of governmental agenda. Politically stable governments don't need to be conscious about the efficiency of the state's agencies as their performance has little to do with the results of elections. Politics is more oriented to strength . And in such a situation ultimate losers are the public in general whose rights and power are usurped or crushed by the sleuths of bureaucrats. So if state is strong it's general public are weak, but if state is efficient it's public are stronger and do keep their eyes on the efficiency. In an efficient system delivery mechanism is smooth and this gives much time and energy for doing innovations.
