ACCOUNTABILITY AND PROMOTION
Here we just ignore the element of accountability and system of performance based promotion . Both accountability and promotion are interrelated. Promotion is both an incentive and a product. At one stage promotion is an incentive for getting a product and at another stage promotion is the product of earlier incentive itself. And accountability is both the quality and qualification needed for promotion as incentive and as product. When promotion acts as an incentive accountability is a quality needed by the incentive of promotion as quality of accountability facilitates promotion as an incentive, i.e. when some one has quality of accountability his promotion is sensitised. And when that someone has gathered the qualification of accountability as an integral part of one's character his or her journey for getting promotion attains it's ultimate goal.
Now this discussion amply discloses the relation between promotion and accountability and it also reveals how and why qualification of accontabilty is a precondition for getting promotion. A non accountable person must not get promotion and if a non accountable is promoted that system or organization suffers from non accountability and this non accountability is apparent both in the structure and in the delivery done by the structure. The structure becomes non accountable in its nature and does n't care for accountable delivery mechanism.
