More and more authority to one chair leads to more and more concentration of decision making power leaving subordinates more and more powerless. In our bureaucracy we see as time is passing top bureaucrats are concentrating more authority . Indian model of bureaucracy gives little room to its subordinates to innovate. They are expected to follow the dictate. If the government claims to be provider of services to public , they need to focus on service delivery system. The delivery system improves when delivery agents are motivated to deliver. This motivation comes when the delivery agents feel prized for their services. Contrary to this accepted fact, in bureaucracy top bureaucratic echelon relies on dictates , fear and punishment in place of motivation, encouragement and rewards. Lower ranked officers and field level employees feel that if they don't follow the dictate they will be punished. They also know if they achieve something splendid they will not be rewarded. Rather there is every possibility that after accomplishing the task in a wonderful way they may get transferred to some very unsuitable place only because their top boss may be convinced against them. Top bureaucracy is particularly immune to any complain coming from the lower rung. In fact the top is so powerful that if anybody in the system dares to suggest something contrary to top's opinions he is sidelined and may be forced to go to some remote positions. Authority makes the bosses averse to suggestions and criticism. They start living in their own den. If you attend a government meeting of top bureaucrats you will find only tat top boss is speaking and all others are mere listeners. If any one tries to raise a point, tries to suggest any idea he is scolded for his ideas . Most probably he is not allowed to complete the sentence. And if anyone tries to raise some doubts or to tell some problems in implementation or to share some of his personal issues he is termed as NAKARAS(useless). Recently we see a very derogatory trend of using abusive language by top bosses for their subordinates because they know they can't be held responsible for their actions . Their authority provides them shield . They feel fearless in misbehaving with their subordinates whereas subordinates feel fear even in complying with the dictates. This alienates those who actually deliver the services. Authority makes bosses arrogant and diminishes the quality of services. And ultimately the end user, the general public who is the ultimate beneficiary of a service suffers. Higher is the authority of bureaucracy lower is the quality of services given to the public .
The above is about the execution part. And now see policy making part. Further as concentration of power in top bureaucracy increases too bureaucracy shifts away from ground reality. It loses its contact with grass root. Those who can provide ground reality, those who can provide feed back are demoralized lot. They do not get prestige from their bosses. There is no official channel to provide suggestions and feedbacks. So the lower level officers and field level staff feel no belongingness with their job. They do their job only because they get salary and they feel frightened that if they don't do their job they may be suspended or even terminated. But in this process they even provide wrong data to inflate their achievement. As they can't give their suggestion they don't take extra effort, they don't innovate for better results. Rather they follow words of the instruction and even give misleading data to justify government's policy. Besides this there are other bottlenecks as well. In india there is a little research and surve work for evaluation. And no other person can provide more accurate account than ground level officers and workers but they are deliberately kept away from top to create a sense of awe among them. In this way authority alienates lower lever officers and staffs who could provide ideas suitable for better policy making. Ultimately general public is the sufferer . Higher is the authority of bureaucracy lower is the quality of services given to the public .
