When rulers fail to communicate with general public governance starts declining. Democracy is a form of government of common aspirations, keeping conflicting issues in side for negotiation. These common aspirations lay the foundations for commitment, policy formulation and implementation. If the authority of the government of the day comes from the popular votes, policies get sanction from common aspirations. These common aspirations repose faith in certain political parties who on the strength of these common aspirations succes to gather majority of popular votes and then form governments. So when government is formed by a certain political party or a group of parties the duty of the government of the day is to communicate with the general public regarding ways and means for fulfillment of common aspirations for attainment of which the party or parties have been entrusted the task of governance. A direct communication between those who have to take divisions and those who are the ultimate beneficiary bring confidence in their morality , both develop a sense of gratitude and friendliness , common people get their involvement in the ways for fulfillment of their aspirations and understanding of means which are to be used for this fulfillment. This communication between the two also enables general public to know if the government policies are actually for the fulfillment of common aspirations or not. Similarly government also get opportunity to re check the proposed policies in the light of common aspirations. In fact democracy is a contract between the ruler and the ruled for accomplishment of common aspirations.
If the government fails to discharge this duty and unilaterally proceed the government miss the opportunity to gain the confidence of people and people get disconnected from the government. The government policies become merely administrative decisions which require their implementation on the strength of authority alone with the force of coercion. On the other hand if the government opt for communication with the general public , a policy literacy and awareness campaign should be launched with an objective to educate genral public and to form a public opinion in the favour of policies . If public in genral get educated and awared they express their confidence in the policy and then common aspirations get their destinations. Then only the basics of democracy come to live up .
But when democratic leaders fail to understand this basic democratic rule and where there is a master type attitude where public is expected to follow the dictate the democracy starts losing its lusture. This attitude of the government puts policies at the risk of failure because public can't connect with the decision. And ultimatly policy implementation faila to attract public participation. Under such circumstances only legal coercion is the only way to enforce the implementation. In this case in place of common aspirations goverment aspiration take the driving seat. The philosophy behind this is that those in government are more experienced and better equipped with knowledge. This notion of superiority is not only faulty but also mischievous. In democracy voting is not for electing intelligent persons but for electing more popular ones who are considered more committed to the general public and their aspirations. Governments must not suppose themselves to be master of common aspirations, rather they are servants of common aspirations.
