Keeping agricultural labour in agriculture by means of schemes like MNREGA is a mistake. Agriculture has really no potential to cause growth after a certain limit. Further if agriculture is not supported by industrialization in neighbourhood , spread of skill oriented education , robust health system and a sense network of trade , it is not going to be productive even with much emphasis on labour intensive schemes in rural areas.
Peace, cooperation and freedom from bondage of traditional.practices and impetus to female education are other essential factors needed to industrialize the society.
Dignified .Migration of labour force from less productive to high productive areas is needed to ensure availability of labour force.
After independence task of policy making was largely entrusted to generalist bureaucrats whose career prospects were largely dependent on the will of Politician-Ministers which was a devastating mistake. Policy making should have been left to technocrats with bureaucracy in supporting role.
